The Alpha Summit was established while werewolf packs were big, and wolves were plentiful. It was a primal court system, where anyone could summon the other alphas if they had a dispute to settle – especially if the pack they were up against was bigger than their own. If they could convince the majority of alphas about their cause, they could either get what they wanted – or go to war as the alphas, who supported them, would then also become their allies.
When the population withered, the Alpha Summit became a place to resolve conflict peacefully.
