All the peoples of the four Empires, whether bandit or citizen, peasant or noble, poor or rich, young or old, regard the Inviolate Insignia as sacrosanct. During times of war, the Inviolate Insignia might establish truce in the midst of battle. During times of peace, the banner might lend inviolacy to the participants at negotiations. The single proscription of the Inviolate Insignia is simple and clear. This pennant protects all persons at functions over which it flies from all forms of interference by all parties inimical.
