Williams had not made an appearance yet, and was nowhere to be seen. He was a ghost now, of course, and not being seen went with the territory, but he was different because he was a visible ghost, and Judas could tell that he loved the whole materialising and walking through walls thing. It obviously gave him a little jolt of pleasure to see Judas jump every time he walked into the room.
