Plans, Cat often thought, were like vast machines. They might be initiated by a single event, but every subsequent stage had to be aligned. All of Authority’s plans were complex, a vast array of moving parts working in sympathy.
And Cat’s plans had to be the same.
Kharem was just one part of this. Cat was more certain than ever that they needed the man on their side, although he was as yet unsure how to utilise the new Head-of-Council. But for Kharem’s eventual—hopeful—rebellion to be effective, other things needed to be in place.
So far, all Cat had were ideas, a collection of disparate potentialities. There was a shape forming, though, and he had to trust his instincts. They hadn’t steered him wrong yet.
