Raila and Niyonika had both experienced first hand the cruelty of the outer elders and the lengths they took just to ensure Niyonika was taught a lesson, Niyonika's only crime being that she was at the wrong place at the wrong time and caught the attention of the wrong person who was the middle elder that put her in this situation in the first place.
Niyonika had equally explained clearly the situation to Raila and the true intentions of that middle elder and so Raila understood that Niyonika was not exactly in the good books of the outer elders, hence, Raila felt the outer elders could not possibly have sent for Niyonika for a good reason and so she could not help her concern.
