Lucas could not truly become heartless, although he acted like it.
He had sympathy. Not only for his own people, but for everyone. As a good leader, he had learned how to understand every viewpoint of a story. He does not rush his judgment without enough evidence.
So, even if he yelled at the Rogue for apparently trying to taint his Beta's image, he still did not completely neglect the words he presented so bravely.
It is a basic right to be heard and be able to speak. Whether you tell the truth or choose to lie, the margin for the investigation shall always be pronounced.
What the Rogue was saying could be true, or it could be all made up to set up Alexander. But the only way to find out whether he was lying or not, is to investigate and seek justice.
