For legal purposes, werewolf lands were considered their own counties, it allowed us to create very insular communities, private hospitals, private schools, even our own police departments, though this was only to not expose our existence to humans, they were nothing more than a front for interacting with humans when laws were broken by humans trespassing on our lands - or unfortunate circumstances like this. In truth, all law was very flexible in werewolf lands, if there was a victim - it was a crime and the ranked wolves dealt with it. If there was no victim, there was no crime.
