Mara looked at Vael's hand on the file.
At the pressure of it.
Flat against the cover.
Holding it down like it might move on its own.
"Show me," Mara said.
Vael looked at her.
Then at the room.
At Caius.
At Zane.
At Edmund.
She looked at Caius the longest.
Something moved through her expression.
Old and careful and weighted.
Mara felt it before she understood it.
She looked at Caius.
He was looking at Vael.
At the specific way Vael was looking at him.
His face was very still.
"What," he said quietly.
Vael looked at the file.
She lifted her hand.
She pushed it across the desk.
Mara picked it up.
She opened it.
She read the first page.
The authorization header.
The Council seal.
The reference number.
The sign
