He was standing on the steps. Not waiting for a car. Not on his phone. Not in conversation with someone from his delegation. Standing on the Vault's front steps at eight forty in the morning with his hands in the pockets of his coat and his eyes on the street, and when she turned the corner from the subway exit he was the first person she saw.
