Viktor wanted to take Rose back to the pack-house. He wanted all the support he could give her when it came to her shifting back into her human form. Although the shift back is usually less painful, the first time is still very painful. He also didn't want her to walk back without any clothes. As much as he wanted to think it was because he didn't want her to be uncomfortable, he knew that he wanted the sight of her nakedness to be something no-one else witnessed. It was one of the perks of her growing up human. It meant she hadn't grown up in a community where seeing each other naked was somewhat unavoidable.
