“Of course they would,” said Waterstone decisively.
Harkell gave a brief nod, “Then I will tell you that I think the whole vigilante angle is just a pretext for gathering troops. I think Prince Jarand is preparing for war. Our troops have been taking part in training and drills that have no bearing on maintaining law and order in peaceful times.”
“What type of drills?” asked Danton.
“Advancing in close formation with shields raised – real metal shields, not magical ones. Charging on foot and on horseback. Hand to hand combat and long distance target practice.”
