Loki gave the people in the room a few moments to soak in his words and calm down. He knew that everyone was confused about the choice of members of the new council, and those chosen were even more confused, and by the looks on their faces, some were angry and some were terrified.
Zeus, Odin, and Jupiter had come up with this idea. They had been angry when they discovered the council had been given warning after warning with each extinction of a shifter group.
