Here is the official announcement of those explosions by the Uzbek press:
On February 16 a series of explosions took place in Tashkent in the buildings of the Cabinet of Ministers and the National Bank of Uzbekistan, and also close to the airport and the embassies of Belorussia, Turkmenistan, Tajikistan and Georgia. Initial reports indicate that at least six cars filled with explosives were used. According to the Uzbek Ministry of the Interior, about 1,250 people were hurt and fifteen were killed.
