As Catherine Dennison pointed out, the President was keen to have a one to one meeting with his deputy later that day. Since politics remained important even during a crisis, the President had personally wanted to take a “time-out” to explain his decision to approve the CIA’s covert plan to assassinate the Indian Prime Minister.
