The Ministry of War in the United States of China was different. Although some of the foreign countries were under the jurisdiction of the government, some key institutions were directly under the central government. Take the United States for example. Every department in the United States had its own criminal income, and there were law enforcement agencies that were dispatched by the Central Government, for example, those in institutions. There were also some institutions that were in the legal system of Hong Kong that was under evaluation of other departments and was not subject to any restrictions. The public opinion was that of preferential management, for example, the public security, judicial administration, the court, and the Department of Public Affairs. That was how things worked.
