The report arrives on a Wednesday.
Conrad does not send it through any channel that creates a record. He appears at Pack Hall at eight in the morning, which is not his scheduled Tuesday, and sets a single folded page on the desk without preamble. This departure from protocol is itself information. Conrad varies from established patterns only when the information he is carrying is time-sensitive or when he has assessed that the recipient will want it immediately rather than at the scheduled interval.
