The report arrives at 1:58 a.m.
He is not asleep. He has not been sleeping well since the medical document, which is now six weeks ago, and his body has developed the habit of waking at intervals in the early hours as if checking for something it cannot locate. He is at his desk in the Pack Hall study with the eastern border restructuring files spread across the surface when the patrol captain's emergency flag comes through the internal system, and he reads the first three lines standing because he does not take the time to sit.
