Rigorously enforced rules destroy initiative and clip the wings of those who are capable of soaring to great heights, but complete lack of order has the same effect, for they become so bogged down in the ruin-field created by their less inspired fellows who mistake freedom for licence to destroy, that they might well lose heart and give up trying. One of the old gods Akhenaten still has respect for is Maat, the goddess of Cosmic Order, of balance, of justice and truth. A pharaoh who rules with Maat keeps the balance between freedom and law.
