Cameron wanted to be emotional with her to gain her attention and also make her know that he really sympathies with her but when this rule played in his head, he refrained from it. It might lead them back to the past where she was insolent and not referring to him as her boss.
"Can I touch your face?" He asks her, she keeps mute. Then he looks straight into her face, it's screaming yes, but her mouth is sealed. Now he has to decide if to follow her external expression or what her heart is saying.
But he wants to stick to boundaries and not do anything she wouldn't like. "I never thought you could be so disappointing," she shifts her hand closer and closer to him, until it's together, then she grabs it gently.
