The Junior Council consisted of two hundred children between the ages of fourteen and seventeen. Well, she was thirteen, so she needed to adjust that spectrum a bit, but she was the only thirteen years old on the council, and most of the council were sixteen or above. She was also sitting in the house of nobles, which had the fewest members. About four fifths of the members were all commoners, appointed not by wealth, but by academic achievement.
