The higher the Arcane Arts skill level an Arcanist has, the more Chances the Skill Orb can get. The Chance contained in the Skill Orb itself is the number of skills that can be issued by the Skill Orb, then the cooldown is not for refilling the Chance, but as the duration of preparation time for releasing skills on the Skill Orb.
