To revert to the second of the two Corporation houses I have just mentioned. The tenant complained that the house was cold, damp, and so forth. Perhaps the house was jerrybuilt, but equally probably he was exaggerating. He had come there from a filthy hovel in the middle of Wigan which I happened to have inspected previously; while there he had made every effort to get hold of a Corporation house, and he was no sooner in the Corporation house than he wanted to be back in the slum. This looks like mere captiousness but it covers a perfectly genuine grievance. In very many cases, perhaps in half the cases, I found that the people in Corporation houses don’t really like them.
