They were working with Raine’s father, digging tunnels from the pack to Jasper. None of it made sense at first, but it started to when you looked closely.
I don’t think Wesley wanted portal access. Perhaps that interest came later, but by another. I don’t believe that this Vampire guy, Wesley, really wanted it himself. What I do believe is that Wesley’s interest in the tunnels and the town was personal and solely against the Carver family. He seemed to appear only when a female was to be born; he was determined to prevent the Carver family's reign. But even then, Sam shared that focus. I suspect they both had different reasons for that shared focus.
I also don’t think Sam was the main contact with the Vampires, whoever is leading them. When things happened, Sam’s first move was to call B
