Identical uniforms were issued to men serving time in Washington correctional facilities.
But the warden appointed three years ago had made several changes. One was offering inmates a clothing choice.
They could continue wearing smaller versions of the men’s sweats. Or they could switch to pants and shirts designed for women.
The cost to the state of Washington was the same.
But that tiny change might make a huge difference to an inmate.
