Ciel Every district had a Council, and every Council was usually composed of five elements of both sexes, whereas Packs had three Elders each. These Elders were not the people who ruled the Packs (that was the duty of the Leaders), but the ones who provided counseling on political, internal, and financial matters. These people held in their possession the right to apply the Pack Laws and all the information about the Pack history and affairs. If anything happened, it was the Elders that communicated directly with the Council. Any transgression that occurred would be punished by whatever means the Elders dictated.
