"Tricking people into being thieves is a common tactic here. For example, if you buy two packs of instant noodles and pay for just those, but when you walk out, a security guard will claim you stole something. They’ll search you and find all sorts of things, making you look like a thief."
"But how do those extra items end up on someone else?" Lilith Douglas was puzzled.
