THE INSPECTOR
0845 hours—The Last Day: The unmarked blue Caprice emerged from the darkness of the underground parking garage of One Police Plaza. The transition from darkness to bright sunlight caused Inspector Ellen Tomlinson to momentarily squint. With her vision fully adjusted to the light, she directed her driver to head back to the office. CompStat hadn't been too bad this morning. As Commanding Officer of Transit Borough Manhattan, Ellen was responsible for Districts 1, 2, 3, and 4. Overall, crime was down in the Manhattan transit commands, but the Chief of Department still managed to rip into Captain Tom Foster, the CO of District 1, for not having the right answers regarding a pickpocket pattern at Times Square.
