Frederick was extremely skeptical of Marcus's claim that he had information about Dmitri Volkove's location. Frederick did not understand how Marcus, a prisoner in a maximum security facility with no contact with the outside world except for his lawyer, could possibly have current information about where a fugitive was hiding. But Frederick also understood that he had nothing to lose by listening to what Marcus had to say.
