It started as an Internet rumor that Donna Summer planned an impromptu rally in front of the renowned building to unite blacks and Muslims against police brutality. It attracted civil rights activists and social agitators across the city, and soon thousands of people gathered to participate in the event. Word soon reached Police Plaza, where Captain Willard ordered riot police in full gear to keep control over the demonstration. Shortly thereafter there were outbursts that drew the media.
