Land of Mercy has just successfully exterminated two head leaders and has taken over their power and bases. The other 13 head leaders are still trying to figure out how Sin was able to come into Milan undetected and destroy two head leaders hundreds of years of work from their ancestors that each great-grandfather and grandfather kept perfecting. When they become aware that the first head leader's base has been destroyed and after being confused on how Sin was able to infiltrate Milan and such a thing without any of them knowing, they become so alert that they barely sleep but still yet, the next night another head leader's base was also destroyed the same way ontop their vigilance making them know how dreadful their enemy was, so the 13 have decided to call for a general meetin
