Francis was in the senator's office by nine. Senator David Okafor was sixty-two, Nigerian-American, third term, with a reputation for being methodical and hard to rattle. He shook hands with Francis, Sarah, and Jenna without ceremony and pointed them to chairs around the conference table in his inner office. Two aides sat against the wall with laptops.
