  RYAN POV   The academy opened slowly.   I stood on the balcony outside my office, my hands clasped behind my back, watching the black council vehicle drive through the iron bars. It felt like a bad omen finally keeping its promise.   Inspector Kael Voss never arrive late. He is a very principled man who keeps to time.   The car stopped at the center courtyard. Two guards stepped out first. Standing at attention while looking around like a predator searching for its prey.   Then the rear door opened. Voss stepped slowly, gracing me with his presence.
