Pack Meeting

Jane woke several hours later when Todds alarm went off, and she wanted to slap it. Instead she rolled towards the sound, right on top of Todd, who had taken to sleeping naked. She could feel him morning erection between her legs as she smacked the snooze button, just trying to make the dang thing shut up. "As much fun as that would be my dear, I have a few things I would like to do before the meeting." Todd said before kissing her or even opening his eyes. "Than make that dratted noise shut up." she said snuggling into his shoulder and trying to fall asleep. "You can sleep while I shower." he said rolling her off of him back onto the bed. She snuggled his pillow and did just that, she only remembered looking at the clock the last time at 2240. Todd took a quick shower and could only laugh as he looked at her asleep on top of the blankets. He had drug her from her office after midnight when he finished what he could than. He had a few minutes to get a quick bite and grabbing the last of the info he needed for the Military forces of the pack. And he had a big surprise for her when they finally started the meeting. "Hey, it would be bad if you were late for the meeting you called. I know it took me a lot of hours recently to get ready for this." he told her. "Fine." she said as she rolled onto the bed spread eagle as she worked her way to the edge. He saw everything as he leaned against the bathroom door jamb, and was rather enjoying the show when she rolled again. He walked into his closet as she stood up and walked into the bathroom. It didn't take him long to get dressed, as he found he liked shorts and t-shirts that were acceptable now. He had always hated clothing as he had spent many years in his battle armor, armor he knew he would need to find or have more made. He could feel Ares descending from Olympus, and knew he had the first key of Tartarus. He laughed as he felt it, and knew Zeus had no idea what the keys were. He had every intention of waiting at the entrance for Ares in 6 days, and was glad that his part of the Conclave would be in 3 more days. It would take him every moment to make it where he needed to before Ares arrived. He walked into the dining room, and grabbed a bagel and made a breakfast sandwich out of it, before walking to his office. He was glad that the three reports he needed had been completed, and he knew half of his senior staff wouldn't be coming in until lunch at the earliest. He made his way from his office in the barracks, and walked into his Administration Office and added these reports into his overall report. He rushed to the Conference Room, and was glad that she hadn't arrived yet. He sat on the right of the head, and a few of the Ranked members raised an eyebrow but said nothing. The room filled in the last minutes before 8 am, when Jane walked in on the dot. All 38 of the Ranked, Economic, and Division leaders sat around the conference table. Jane looked at the head and was surprised to see Todd sitting in her chair. She shook it off and walked to the head of the table. "Well everyone, let's get the brass tacks of this initial investment meeting under way. Most of the Economic Leaders have submitted their reports and have requested their investments schemes. Most of the proposals I have approved, with a 30 percent increase in the amounts requested bringing the totals to $50 million to be invested in the Pack and surrounding areas. "The first report I would like to hear is from Medical, did you have a chance to review my plan?" she looked at Dr. Danika Hudson. "Yes, we can implement about 80 percent of the plan right now on a 3 month rotating schedule. I will need 15 more staff to bring the numbers to full, and would like to get at least another 45 over the next few years." Dr. Hudson said. "As I understand it that would require an increase of 20 percent to your budget?" Jane asked her taking a few notes. "Maintenance?" she asked knowing this report would be crucial. "We currently have a surplus in the budget, and the amount of housing available is adequate for growth over the next 5 years." Mr. Untqua said across from her. "What percentage of the pack lives in the surrounding area?" she asked. "Roughly 40 percent of the pack owns their own land outside of the pack boundary. We could include their homes into the pack maintenance plans and only need a 5 percent increase of budget and hire another 5 crew." He replied looking at his notes. "I do not recall this being approved by any council vote." Jon said as he walked in. "Hello daddy, what part of this meeting requires a council meeting?" she asked seriously. "Maintenance of the member owned properties represents a significant portion of the general budget. That requires a council vote." he said taking the seat. "Actually father, the general budget of $375 million has not been allocated as of yet. This is an investment meeting, and as I was informed the Alphas investment fund has a balance of $475 million that needs to be redistributed. "As it sits, the only investment funds that have been allocated is the $50 million to the enterprises you yourself have been responsible for for the last 35 years. Your input would be greatly appreciated as I think you could benefit us greatly. Education?" Jane asked letting her father know he only held what power she gave him. He nodded as he took his seat and knew he had no say if that is where she was allocating funds from. "Ma'am, we will have to take a council vote for that plan however." Ms. Jessica Jasper said. "Imagine that, all of the council members are present. They will have their say, and this is a planning meeting. What would you need to implement the changes?" Jane asked her. "60 million for the teachers, equipment and support staff, and facilities we would need to construct." Ms Jasper said. "However I do not know if the council will approve a shift of focus for the school. "What exactly is the plan for the school?" Jon asked. "Actually it is not so much a direction for the school, as it is for the pack." Jane said. "This is the planning stage, and those that have to be consulted further will be. For the moment may we get through this meeting?" she asked pointedly. "I would ask those that do not sit on the council to depart the room." Jon said from his seat in a firm voice. He waited for the other 15 to leave the room before he looked at Jane. "A new direction requires council clearance prior to assigning funding." Jon scolded her. "Who hear has heard me once declare that any of the projects discussed outside of the Economic development Plan," she said throwing a copy of it in front of him. "Have been given funding of any kind color or sort?" she demanded of this gathered. She waited a full 30 seconds for anyone to react before she glared at her father. "If you cannot learn that I know the laws a whole hell of a lot better than you do, I think it best you leave. You have now leveled two false accusations at me in the span of 10 minutes, maybe it is time we examine the accounts and initiate an audit of the last 80 years?" she told him deadly calm as he started to sweat from the gaze she had directed at him. Everything she had done was more than well within the bounds of pack law, and he had made accusations that he himself would have killed over. "Daughter-" he went to say. "No daddy, I am Luna, I am in charge. My mate will decide on his own time to take the Alphas Oath with the Elders and assume command, until that time you battle me." she said with a deadly glint in her eyes. She had added just enough of her Alpha Timbre for him to know she was entirely way more powerful than he was. "Very well Luna, you are absolutely correct. However as a member of the council should we not have been informed prior to this meeting?" Jon asked curious as another packet landed in front of him. "Emailed yesterday at 0815, as required in the council charter." Jane said as he looked. "And as Councillor Jon has so kindly done so, I would like to move that we begin the new military education curriculum in the Pack school immediately. I also move that we make attendance for all Pack members Compulsory from 5-19 followed by a 4 year assignment after the change." Jane said and Jon knew why it would cost. It wouldn't be a school anymore, but a 12 hour a day academy that the children would be allowed to thrive in. "I will second the motion." Jon said as he flipped through the pages. His statement surprised everyone. "Will there be any objections to me investing the current $475 million from the Alphas fund in such a way?" she asked. "Luna, honestly most of us Councillors have met, and I know at least 80 percent of us have believed this kind of investment was necessary for our pack to expand again..."Councillor Deborah Shaw said trailing off, making Jon blush as he had not thought of this. "Thank you councilors, if there is nothing further at this time, I would like to bring in the department heads again and continue the Investments Meeting." Jane said sitting back in her chair as her father quickly read the other proposals and raised his eyebrows. "Bring them in." Jane ordered and the doors were reopened. It didn't take long for everyone else to find their seats, and Jane looked at the budget from Education. She was glad to see for the next year the amount was only $25 million, and the remainder would be spread over 4 years as the school expanded. She had done her homework and knew dividends averaged $250 million a year from the Alpha investments, and only $50 of that was needed in the general fund. Her proposal would work so long as the annual expenses didn't exceed $180 million, and so far they were barely over $70 million with what had been proposed. "My dear, I believe that status of the military is next." Jane told Todd. "For our pack, we currently have 350 full time warriors, 275 retired wolves under the age of 70, and another 315 over the age of battle. Consequently we have 450 wolves currently in the Change, and another 600 pack members that have not begun the Change. The current pack border is secure, and it would take a one time investment of $12 million to secure the land surrounding the nearby town. "If we only use soft borders there it will not increase our costs, however any fortifications would add significant cost to secure the entire border. However, if a 15 year plan is used with that regard, costs can be withheld to $15 million per year." he said knowing she liked what she was hearing. "I will begin running defensive drills within the week, and in the training time we will expand the current warriors knowledge. I would like to request that those still within the age of battle be assigned defensive duties?" he suggested. "Excellent idea Alpha Todd." Brian said jotting it down. "If we are to defend the town like this, should the human population not have a say?" Jane asked them making them all think. "If we can get at least their approval, we will proceed. However I wish to make this a joint venture with them, as well as the remaining investments." she said jotting numbers in separate columns. "Yes My Luna." Todd said kissing her hand. "Are there any other proposals or ideas of investment opportunity that any of you wish to bring forth?" Jane asked hoping a few of them would have more ideas. Even with what she had, she knew it would only.bromg her to a total investment of $275 million, with all of her other ideas. She waited a few moments before she began looking at the Weapon and Forge Master. He sat there for a full minute before he finally looked back at her. "Nay, I do not want it." he said knowing what she was thinking. "I have 30 requests on my desk from you for more room." she said looking right at him. "I work for the pack." he said crossing his arms. "I understand you are up to 50 smiths?" Jane asked him. "Aye." he said. "And where exactly would you put this new forge?" she asked unrolling the map she had marked sections off for. Everyone at the table gasped as they realized what she was doing. Her new direction was a focus on war and training, and she intended for their pack to shoot to the strongest in the world. Her plans were complex yet thorough, and she had done it all for the cost of only the next 10 years worth of pack finances. And that was after they paid to keep the pack running.
