RAINIER WAS AWAKE and screaming. The earthquakes had resumed, increasing in both magnitude and frequency, accompanied by harmonic tremor for the first time in six weeks. Topper was galvanized, nearly dancing with frustration. Seattle and many surrounding communities slept within reach of the volcano, filled with populations lulled into complacency.
