A black SUV parked outside one of the city buildings. There were security guards everywhere. This seemed like a government-owned building. The man in the car wearing a baseball cap sat in the car looking around everywhere. The man in the car looked at his watch as another car approached the building entrance. The man in the black SUV got out and walked toward the other car. After a while, he walked back to his car and waited. As soon as the other man had come out of the building.
