Mayor Campbell has never really been concerned about where the prisoners go but he knows that it's no honeymoon.
And Damien is a very good friend of the city. He has built a lot of business in Chester that the mayor sees him as a blessing to their community. He has given a lot of people a good source of lively hood through his businesses. The casinos, real estates, recreation centers, parks, restaurants and hotel that he owns in Chester city. He can literally run for any post in the city and win easily but he prefers to stay silent in his business.
The mayor would not like to lose someone that precious because of a bored nosy journalist that that wouldn't mind her stupid business.
