Chapter 21That soldier wasn’t lying. There were miles and miles of extreme poverty with no end or even a break in sight. It seemed, at first, that some official camps had been erected, with orderly mobile homes, tents, or barracks. But when they couldn’t hold the flood of people in need, the spaces between them were filled. In fact, any open area seemed to be packed with families living out of broken-down vehicles, flimsy personal tents, and makeshift structures. Worse still, homeless people who couldn’t even claim any of those poor substitutes seemed to number in the thousands. They wondered around, shuffling their feet. Many had bowls to beg for food.
