Chapter SixWhen construction workers arrived at their worksite near 30th Street and 10th Avenue at daybreak, they found a crowd of homeless people congregated at the entrance to the crosslink fenced area. As the foremen inquired, the vagrants insisted they were there to attend a rally and would not disperse. The police arrived and the crowd disbanded, only they split into groups and continued to loiter at the nearest street corner. Once news began traveling, greater numbers of homeless people began arriving at the worksite where they were redirected by beleaguered police. As they reconvened at nearby intersections, more and more police were summoned to direct them elsewhere. Veronika Heydrich marveled at the genius of Adolf Hyatt's strategy as the event progressed.
