The more I thought about it, the less everything made sense, from Dev's revelations from her new vampire friend to the situation at Klaus' territory, I still couldn't think of a reason why the Elvira siblings were turning normal human beings into mindless new bloods, it goes against so many strict laws and Vera above everyone else should know that.
