His birth records, his schools, and grades for all the years he was in school including university studies at ASU, all had been gathered. Political affiliations, social groups to which he belonged, all got detailed. Much became known of Wilfred Dunhill. The location of his properties, the vehicles he drove, in part, even what he ate. Several times our tails picked up copies of his purchase lists from the market he frequented. Habitual conducts, the few disclosed, got monitored by the watchers. Watchers became the most constant facet of his life. Even with all that information, and knowing for sure he was the bomber, our options stayed limited. No arrest could be made.
