Several times our tails picked up copies of his purchase lists from the market he frequented. Habitual conducts, the few disclosed, got monitored by the watchers. Watchers became the most constant facet of his life. Even with all that information, and knowing for sure he was the bomber, our options stayed limited. No arrest could be made.
