My draft proposal, that laid out revisions to the Tucson operation, was finally ready to be presented:
The current Tucson program had it’s roots in an attempt to mimic the tactics of the Vietcong. Vietnam has been, quite literally, a giant laboratory to study counter insurgency tactics. In the early days of the CIA presence, the various CIA province chiefs were allowed to experiment with different ways to combat the growing revolution. This included creation of the Mountain scouts to imitate the tactics of the armed propaganda teams. Recruiting hardened criminals, Vietcong defectors, and various ethnic minorities like the Montagnards, they formed brutal death squads highly trained in methods of covert war that would sneak into a village at night and brutally slaughter someone
