She could transform into bigger creatures. But the bigger the form was, the shorter her magic span was. Because she could not keep up the massive strength that those creatures have naturally. Every being has a different rate of basal metabolism, the metabolism needed to keep them alive daily, used for breathing and for the most basic body function.
The bigger the size, the higher the metabolism rates would be. Thus, Scarlett's human metabolism could not keep up for so long.
