After fully establishing the Wiccan Council of Darkness at the end of the 1590s, Svetlana continued her global travels into the 1600s. She sought out both neutral witches who favored dark magic over light and fully realized dark witches to inform them of the council and the urgent reasons behind its creation. At the same time, she tasked her councilors with reaching out to their own associates and protégés. Their mission was to spread word of the newly established leveling system, which had been designed to measure the strength of individual witches and wizards accurately.
