Professor Opott’s new ATA government was a replica of Moibutu‑ dada’s TAPU government but only under a different name. It was TAPU disguised as ATA and Moibutu‑dada disguised as Professor Opott. President Opott took over a solid and intact structure from Moibutu‑ dada. Ministers, permanent secretaries, heads of public corporations and all other high ranking government officials and heads of the corporate sector, were the same people in the old government without any attempt to disguise.
