“The North was not paying the unity tax,” one werewolf spoke, his tone cool. “They argue it constitutes an unfair drain upon the resources of their pack.”
“The unity tax pays for the infrastructure that benefits all polities,” I answered, even-tempered. “Highway, communication, emergency response systems. Everyone benefits, so everyone contributes."
“They say they did just fine before without any of that stuff,” the representative countered. “They want to go back to the old ways. Self sustaining packs, low interaction with other factions.”
