7 At the Council hall, in Seat, was a projector that translated the flow into visual images. Six Northern Wizards worked on the project for a year, most complaining that the projector violated all the ancient proscriptions against making talismans. Hearing their objections, Seeking Sword promulgated a law that made talismans explicitly legal. In each of the other Empires, where an Imperial Sword was the figurative and literal source of authority, talismans threatened the Emperor's sovereignty. Since the Northern Empire wasn't a talisman-controlled government, Seeking Sword reasoned that their being illegal was counterproductive.
