Chapter 5: The Constitution and Government
Kelvin read the mission and immediately understood the task, as he was familiar with it. Each country had a constitution, and a country could not exist without it. Well, a country could exist, but a state could not function effectively, and sooner or later it would fall into anarchy. He would not want that.

A floating message appeared before his eyes, and Kelvin curiously nodded his head in confirmation. Then it appeared.

Article VII: Economic and Social Development.

Waving that notification away, Kelvin focused on the government structure tab, and there he finally knew its purpose. There he could see what and who held a position in the government, and there was even a tab that allowed him to autofill positions.
When he tapped on that autofill tab, the system displayed another interface which showed the Legislative Assembly members, and there were all blanks. But there were positions and roles shown.

Reading the message that came after the prompt, Kelvin was shocked slightly. A billion treasury funds for people to fill up those roles? But there was nothing to be shocked about in the first place, as he remembered that he had a total of 9,999,950,000,000 funds. A billion would not even dent the massive amount he possessed.

The interface flickered as the names began to populate the previously blank fields. Kelvin watched with keen interest as the key positions were filled with individuals who would soon shape the legislative future of Nzema.

"Wait, that's it?" Kelvin looked around, wondering where all these newly appointed officials were located. As if sensing his question, the butler cleared his throat to get Kelvin's attention.
"Your Excellency, the members of the Legislative Assembly are currently in the Legislative Assembly Hall of the Flagstaff House."
"Wait what?" Kelvin turned around and faced the butler. "You mean to say that in my residence, there is a Legislative Hall?"
"Yes, Your Excellency," the butler replied. "The Flagstaff House is designed to house not only your private quarters and administrative offices but also the central hubs of governance, including the Legislative Assembly Hall. Would you wish to visit them?"
Kelvin thought about it for a second and shook his head. "No, I will meet them later. Do you have a name?"
"I have a name, Your Excellency. My name is Terry. But if you do not like my name, you can change it to anything you want."
Kelvin hummed. "I will not change your name. In fact, it quite suits you."
"Thank you, Your Excellency," Terry bowed reverently.
"Please do not bow. I am not accustomed to it," Kelvin said, beckoning him to raise his head.
"Your Excellency, you were a member of the ruling family in your country, and yet you are not accustomed to this gesture?"
"Well, I am a son who was never respected or recognized. In fact, I was not even treated as a true member of the family," Kelvin replied bitterly, and Terry could sense his discomfort.
"I see, Your Excellency. Rest assured, you will receive the respect you deserve from your subjects here in Nzema."
Kelvin appreciated Terry's words but quickly shifted his focus back to the system, which already had another mission.
