The winter night shrouded the city of Eighbury, freezing cold wind scoured the streets as the first snow descended in the ground. Ernest peered down from his window and was surprised at what he saw.
'So this is snow huh? I haven't seen one before and now...I'm witnessing it.'
"Volksfuhrer…Is there anything you want me to do?" Sophia asked, interrupting his time cherishing his first winter experience.
He glanced over his shoulder and gave her a reply.
"Yes...I want you to gather everyone, we will have a meeting about the age of the winter demons…"
"Understood, Volksfuhrer." Sophia saluted. Ernest saluted back.

It took Sophia almost one hour to gather all the representatives of the United National Socialist Party. As everyone arrived, they started the meeting.
Ernest started.
"Everyone, it's been three months since the United National Socialist Party was founded, we have gathered followers, territory, new technology, and lifestyle. And now, we've absorbed the southern cities making ourselves an autonomous region not influenced by the Duke and the King. Now for the fun part, we are going to establish order in the cities we've just recently absorbed."
Ernest gave Sophia a nod, indicating something to her. As soon as she received that, Sophia promptly picked up files and handed them to the representative one by one.
The representatives opened their file and perused the contents.
"Since there are only a handful of citizens who are literate, I want the lords of the southern cities to still govern their cities. That way we won't be ruffling any feathers who are still doubtful of UNSP. Now I haven't drafted a new constitution yet but we will get there in the future. For now, I want all those people who we've just absorbed to work in the factories and construction projects. That way we can speed up the progress of the construction. But the problem is...who will do it."
Ernest glanced at the people around him. The only ones who are here are Blackbelly, Guilhem, Sophia, Alwin, and Louis Nicholas. Wayne and Lex are still on their mission to spread the ideologies of UNSP, absorbing them in the process. Those two are the ones who are good at administrative work, but it seems that he is lacking manpower.
"What do you need...Volksfuhrer?" asked his assistant, Sophia.
"I want to appoint someone who can manage the construction and construction workers. A minister of construction to be precise."
Since their population increased significantly, Ernest needed to find someone who is capable of doing an administrative task in construction.
Since the industrialization act, Ernest has faced problems like lack of manpower, equipment, and et cetera. Resulting in the slow progress of the construction. For example, the current construction workers are concentrated on the excavation of the road to make way for the pipelines that will serve as sewage pipeline systems and water pipeline systems. After that, they'll move onto the next project which will be the transmission lines.
Due to the lack of manpower, the constructions are progressing slowly, despite the dwarves and beastman's unique skills working on it.
In short, they needed manpower and a minister to handle the affair regarding construction.
"If that's what you're looking for then why not appoint Sir Blackbelly here? He's been part of many construction projects in the City of Eighbury such as excavating the roads, placing concrete and metal pipelines. I think he is the best candidate for minister of construction."
Ernest leaned forward, propping up his chin with his hand, "Hmm, that's true. Blackbelly, are you up to the task?"
"Volksfuhrer, I'm just a humble businessman who happened to know constructions, I don't think I'm qualified for the position…"
"Huh? I don't see anything that makes you unqualified. As Sophia had stated, you've been part of our construction projects. You're a businessman, right? Then just treat your position as a business. Your assets are your construction workers and your product is the projects. This is just a simple analogy of mine. Blackbelly, I really need someone like you…"
Blackbelly lowered his head, probably wondering carefully of the proposition. He raised his head with eyes indicating a man who had decided.
"Okay...Volksfuhrer, it is an honor that you would put me in a special position. I will do my best to bring your project to life." Blackbelly bowed his head reverently.
"Thank you...now, officially, Blackbelly is now the minister of construction. First order of business I want you to coordinate with lords there using letters and ask him if he could send manpower here. If you don't know how you can ask Sophia right here."
After he declared that, a system message was prompted.
[You've successfully appointed a person...you received 25,000 tyrant points.]
'Oh, nice…'
Sophia bowed, "Mr. Blackbelly, I'm looking forward to working with you."
"Me too…"
"Now to the second order of business...Sophia, I want you to send a letter to the lords of the cities in the south to repeal the law placed upon Duke Gustave and change it with ours. Which is fair trade, fair taxes, abolishment of slavery, et cetera."
"Yes, Volksfuhrer."
"Third order of business." Ernest faced Guilhem.
He noticed something on his face. He is not as confident as before. Sometimes when he is in the meeting, his face is bright but today it was pale.
"Did something happen, Guilhem? Why do you look depressed?"
Guilhem startled, "Uhm...sir I think we have a problem regarding the manufacture of ammunition and the anti-aircraft system you want me to replicate."
Ernest was struck with an idea. "Ah, you mean the thing I ordered you to replicate?"
"Yes, sir. Due to the lack of raw materials on building the thing you want me to replicate, it was impossible. So I wasn't able to replicate one."
Ernest just nodded with a "hmm" sound. He had expected this, the anti-air system he purchased to defend the Eighbury's skies from the legendary weapon of Duke Gustave.
"It's okay, there's no need to rush. I think that weaponry is enough to defend our skies. Let's discuss the other one, the ammunition, what do you mean about that?"
"We have drained the Treasure Mountains of sulfur, a raw material needed to make gunpowder. We think we'll have to go way south where there is a source. But it'll pose us with logistical problems."
Ernest made another hmm sound again. "So are you suggesting something?"
Guilhem nodded, "Yes, Volksfuhrer, to further progress the development of the UNSP's territory, I think you have to show us the thing…"
"The thing?" Everyone except Guilhem and Ernest frowned.
Ernest crossed his arms and thought carefully. A moment later, he opened his eyes with the decision.
"Okay, I will but for now I have something I need from you."
"What is that Volksfuhrer?" Guilhem asked.
'A tyrant points. He said inwardly.
"You've been working for the UNSP ever since its founding, now I will appoint you as the minister of engineering. You will be responsible for creating, developing, and innovating technologies I present to you."
Guilhem gasped, does it mean he'll summon more technology for him to study and create?
Without hesitation, with eyes brimmed with joy, Guilhem gave his answer.
"I'm deeply honored by Volksfuher."
The system chimed again with another 25,000 tyrant points.
25,000 tyrant points by simply naming your ministers. That's kind of op. He thought.
"Lastly," Ernest's eyes hovered over to Nicholas, his Obergruppenführer. "Louis, how confident are the Protection Squadron about defending the city and its territory from the south."
"Currently we have 750 active personnel in the Protection Squadron, 300 of them will be placed to protect the City of Eighbury, 100 to trade routes, and the rest to the southern cities which will enforce the ideology of the UNSP. They are to engage those who oppose the idea of having the UNSP in their cities. Simply put, the Protection Squadron is ready." Nicholas confidently said.
"The numbers had grown again huh?" Ernest muttered.
"It is because many of our men want to serve in the military to prevent construction works. Volksfuhrer."
Ernest chuckled. "Well we can't blame them, we are on a war footing with Gustave anyways who has thousands of troops."
"Speaking of that, Volksfuhrer, I haven't received a word from our infiltration group…"
"Do you think they are dead?"
"No sir. I think they are alive. I chose the best of the best, I guarantee you, they'll succeed. Probably they are on their way here to report their findings." Nicholas assumed.
"Hmm, I won't be as optimistic as you. I think it's possible that they are compromised. They've been sent there over a month ago and we haven't heard from them." Ernest simply said, "But anyway, this concludes the meeting. If anything happens you know where to find me."
The ministers stood and perform a salute.
