Heckler was built like a maze, having layers upon layers of buildings. As dwarven society was built, in a contradictory way, it meant that the higher a dwarf lived, the higher in society he was. But if one were to choose to live at the highest point: the outside itself, he would be shunned and exiled from ever stepping foot in the city unless under special clauses like war or trade agreements, thus was the way they had lived from the early conception of their, now, dying empire: in rigid a rigid caste system with very little wiggle room.
