Chapter Thirty-SevenThe Cabinet room was buzzing with pre-meeting chatter. Everyone was in place, including Tom Wynter and the Chancellor’s academic choice, a rotund man very much at ease and confident. Tom Wynter, Toby judged, was rather like a greyhound in the slips.
The Prime Minister called the meeting to order and began by welcoming Mr William Smyth, the well-known economist and broadcaster, and Mr Tom Wynter, now also a familiar face on our TV screens. First they would each present their case, with Mr Wynter focusing on the place of location value in our tax-collection system. Afterwards there would be ample time for questions. Mr Smyth would speak first.
The Chancellor was smiling confidently and, establishing eye contact with his cronies, assured that his man would carry the day.
